--- डॉ. ज्योति किरण (पूर्व अध्यक्षा राज्य वित्त आयोग)               निर्णायक बहुमत अधिकाशत: जनाकाँक्षा की कुछ विशिष्ट अपेक्षाओं को भी दर्शाता है। भारत में लोग मुद्दों पर ‘मत’ देना सीख रहे हैं। मोदी सरकार से विकास के मुद्दें पर जुड़ने वाले ‘नवमतदाता’ व युवा वर्ग को सामाजिक क्षेत्र के जिस सबसे बड़े सुधार की लम्बी प्रतीक्षा थी, वह जनपटल पर ‘नेशनल एजुकेशन पॉलिसी’ के तौर पर चर्चा के लिए  उपलब्ध है।              गत  कुछ दिनो में चर्चा या विवाद का केंद्र इसके भाषायी प्रावधान भर रहे जिसने सारे अन्य महत्त्वपूर्ण प्रावधानों पर चर्चा होने ही नहीं दी। यह नीति देश की  आधी जनसंख्या से जुड़े मुद्दों व सरोकारों का हल निकालने का प्रयत्न कर रही है। देश की आधी जनसंख्या 26 वर्ष से कम है और 2020 तक 'मिडियन' आयु 29 वर्ष होगी। लगातार जिस 'डेमोग्राफिक डिवीडेंड' की बात की गई अगर उससे जुड़ी नीति समोचित व विकास परक नहीं हूई तो विकास की परिकल्पना ही अधूरी है। शायद यही कारण था कि इसके लिए हर स्तर पर 'कंसलटेटिव' प्रकिय...
