अपेक्षाओं की एक सुनामी के साथ चार वर्ष पूर्व केन्द्र की मोदी सरकार ने ‘सुराज’ सरकार के रूप में शपथ ली थी। यह सरकार कई अर्थों में  पिछली किसी भी सरकार से भिन्न थी। चूँकि यह उत्कट जनाकांक्षा के आधार पर बनी हुई सरकार थी। इसलिए भी कि इस सरकार का नेतृत्व करने वाला व्यक्तित्व सुराज की सफलता के कीर्तिमान पहले ही गुजरात में स्थापित कर चुका था। यही कारण है कि अपेक्षाऐं और भी गहरी और विराट थीं। प्रासंगिक है कि कुछ पक्षों पर दृष्टिपात हो। पहला तो हर दृष्टि से इस सरकार को नवाचार की सरकार कहा जाना चाहिए। प्रधानमंत्री जी ने स्वयं को प्रधानसेवक कहते हुए जो शुरूआत की, तो हर प्रयोग ही नवप्रवर्तन से भरा हुआ रहा। चाहे ‘स्वच्छता अभियान’ हो या ‘बेटी बचाओ - बेटी पढ़ाआ’े अभियान, जिसने बाद में एक आन्दोलन का रूप ही ले लिया। ऐसे सभी कार्यक्रमों में जन-सहभागिता एक प्रमुख घटक था। गाँधी और विनोबा के बाद भारत में ऐसे प्रयोग क्वचित ही हुए। विचार-परिवार ने सदा ‘राज नही समाज बदलना’ है, इसकी बात की थी। मोदी सरकार ने इस अवधारणा को मूर्त रूप देने में कोई कसर नहीं रखी। एक ओर विचार की ‘सत्ता’ पर विश्वास रखते ह...

सर्वस्पर्शी बजट को उकेरने में वित्त मंत्री ने भारत के ग्रामीण और किसान वर्ग की अपेक्षाओं को जिस कुशलता से रचा है, वह वास्तव में आश्चर्यजनक है। अगर मैं कहूँ कि यह बजट धरतीपुत्र व ग्राम-सुराज को समर्पित है तो गलत नहीं होगा।      एक सिद्वांत के तौर पर समर्थन मूल्य को लागत के डेढ़ गुणा करके स्वीकार करना, एक बड़ा कदम है। यह आलोचना कि जब तक किसान के पास विपणन की सुविधा नहीं होगी समर्थन मूल्य का कोई मतलब नहीं है, इसका उपाय करते हुए 22 हजार ग्रामीण हाट की व्यवस्था की गई। कृषि व ग्रामीण क्षेत्र पर 14 लाख करोड़ का व्यय एक बेहद महत्वपूर्ण कदम है। नीति आयोग व राज्य साथ मिलकर कृषि विपणन में संस्थाागत सुधार कर पायेंगे, यह इस बजट की नीतिगत उपलब्धि है। सक्रेंद्रित फंड्स को कृषि से जोड़कर मत्स्य, पशुधन इत्यादि के लिए निवेश करना बड़े कदम हैं। इन सब उपायों से ग्रामीण सड़क, सिंचाई, बिजली और अन्य स्वास्थ्य सुविधा जोड़कर देखें तो नये भारत का उदय ग्रामीण भारत से होता ही दिख रहा है।      यह बहुत महत्वपूर्ण बात है कि राजकोषीय घाटे को 3.3 प्रतिशत पर रखते हुए निवेश व सामाजिक क्...

On the completion of one year of Government, Prime Minister in his path-breaking speech announced that the government policies will be guided by the principle of 'Antyodaya'. The government, he said will dedicate itself to the poor, marginalised and those left behind and shall work towards their empowerment in the war against poverty. Poor centric policies took a front seat in BJP states agenda too, when in the 2016 executive the party declared that inspired from Deendayal Upadhyay concept of 'Antyodaya', it is determined to take welfare to the poorest of the poor. Rural transformation is one of the most important agenda of Prime Minister's- reform, perform and transform trinity. Agriculture happens to be the key sector, which can bring a turnaround in the economy by doubling the farmers' income by 2022.
